Layer 03 · Operations

We help you choose the right tools, then we leave the room.

Every implementation partner has a platform bias. Cosmopro does not implement, so our vendor selection is structurally clean.

No Software P&L Pledge

Structurally neutral. Verifiably so.

No Software P&L Pledge
Cosmopro does not implement software. We hold no reseller agreements. We take no revenue share from any platform we recommend.
Our recommendations are structurally clean. We publish our platform engagement mix annually. Current commercial relationships with platform vendors: None.

AWS Bedrock (me-central-1, UAE and Bahrain) · Azure OpenAI (UAE North, Saudi Arabia) · Google Cloud Vertex AI · Oracle OCI · Anthropic Claude API · G42/Core42 (Greenshield) · Otech (Oman) · HUMAIN (Saudi Arabia) · Open-source: Meta Llama, Mistral, ALLaM

Differentiation

Why vendor-neutrality must be structural, not claimed.

"Vendor-neutral" has become a marketing phrase. PwC sells you agent OS. EY sells you the EY Fabric. KPMG advisory ships with a Google Cloud lock-in. Every implementation partner earns revenue from the platform they recommend.

Cosmopro has no software to sell. No reseller agreement. No platform that benefits from our recommendation. We publish our engagement mix annually. You can verify it.

What Cosmopro will not do in Layer 3
  • We will not shortlist a vendor we have a commercial relationship with
  • We will not recommend a sovereign-platform without disclosing PDPL implications
  • We will not display vendor partner badges on this site or on any deliverable
  • We will not charge less for governance work (Layer 5) than our standard rate
Questions

What clients ask about vendor selection.

Yes. Cosmopro is qualified to assess all three sovereign-hosting options for GCC organizations. Core42 (G42, UAE) runs the Greenshield Digital Embassies framework. Otech (Omantel, Oman) is the first Middle East AWS-accredited sovereign cloud. AWS Bedrock me-central-1 covers UAE and Bahrain. Each has distinct PDPL implications for cross-border transfer restrictions, DPO obligations, and data residency. We map these to your specific geography and sector.

Once per year, Cosmopro publishes the mix of platforms involved across all client engagements in the prior 12 months. We name the platforms (AWS, Azure, GCP, Oracle, open-source, etc.) and confirm that we received no commercial consideration from any of them. If that changes, we disclose it immediately. The pledge is on this page and renewed annually. The current status is: zero commercial relationships with platform vendors.

You own the decision. We provide you with a scored evaluation, a reference architecture, and contract negotiation guidance. Your team makes the final selection and manages the vendor relationship. We do not participate in implementation or ongoing vendor management unless you engage us separately for Layer 4 capability building.

No software to sell. No platform bias. Just the right vendor for your organization.
